Another important thing to consider is the size and resolutions of the devices. A device with smaller resolution can do fine with a lower resolution while same resolution in a device with bigger screen won't give that good an effect. So. Best way to do is develop the app with multiple resolutions as Low, Medium and High Resolutions. And if you can give the user an option to choose the resolution, then it will surely pay in the longer run.
